DUTIES:
GS-9 - Incumbent performs defined units or parts of major projects involving numerous or unpredictable factors and requiring setting up and carrying out of integrated procedures. Assists in the evaluation of alternatives used to determine the appropriate methodology and procedures for efficiency, reliability and feasibility. GS-11- Initiates investigations based on observations in program assignment areas. Selects and modifies statistical techniques and methods to produce accurate and timely data. Evaluates alternatives to determine the appropriate methodology and procedures for efficiency, reliability, and feasibility.
GS-12 - Plans, researches, and implements the full scope of investigative projects requiring application of statistical theory. Adapts a variety of methods and develops new procedures to statistical projects. Analyzes findings, evaluates statistical limitations of data, and specifies the range of logically possible explanations.

QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: A. Degree-which includes 15 semester hours in statistics (or in mathematics and statistics provided at least 6 semester hours are in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods. e.g., courses which include studies in research methods in psychology or economics such as tests and measurement or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B. Combination education and experience-courses as shown in A above, plus appropriate experience or additional education. The experience should include a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data; and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

To be creditable, the specialized experience must have been at least equivalent to the next lower grade level in the normal line of progression for the occupation in the organization and must have provided knowledge of education policies and education statistics at the postsecondary level.
